SOLANO, Philippines – The Nueva Vizcaya Electric Cooperative (NUVELCO) announced that it is pushing to fully restore electricity across the province by December 12, 2025, following the massive devastation brought by Super Typhoon Uwan. With thousands of electric poles damaged and numerous barangays still without power, NUVELCO crews and partner electric cooperatives have been working around the clock to speed up repairs across the hardest-hit municipalities.

As of November 18, 2025, NUVELCO confirmed that 54.10 percent of household connections and 45.45 percent of barangays are already energized. While restoration efforts continue to progress steadily, many upland and far-flung areas remain challenging to access due to landslides, washed-out roads, and unsafe terrain.

Severe Damage to Power Infrastructure Slows Progress

NUVELCO General Manager Fredel Salvador reported that Typhoon Uwan caused extensive damage to the province’s electrical systems, affecting nearly the entire network. Early assessments showed that approximately 19,000 of the cooperative’s 20,896 poles were impacted by the typhoon, with many poles either toppled, leaning dangerously, or snapped in half due to strong winds and falling debris.

To date, NUVELCO teams have inspected 2,354 poles, prioritizing areas with the highest population density, essential facilities, and economically vital zones. A total of 177 field personnel are currently deployed, spread out across multiple municipalities to ensure simultaneous progress in different service areas.

NUVELCO Appeals for Patience as Work Continues 24/7

General Manager Salvador acknowledged the frustrations of residents still waiting for power but emphasized that crews are working under extremely difficult and hazardous conditions. Many areas remain muddy, unstable, or obstructed by landslides, making pole replacement and line stringing especially dangerous.

“We ask for your patience, cooperation, and prayers as our personnel work around the clock under dangerous conditions to bring power back to every community. NUVELCO will not stop until service is fully restored,” Salvador said in a public appeal.

He also noted that the December 12 target may be achieved earlier if weather conditions improve and access routes continue to clear.

Task Force Kapatid Boosts Restoration Efforts

To accelerate repairs, NUVELCO received critical assistance from Task Force Kapatid, a national solidarity group composed of electric cooperatives that respond to power restoration emergencies in typhoon-hit areas. Additional manpower, equipment, and technical support have arrived from:

Cagayan I Electric Cooperative
Cagayan II Electric Cooperative
Pampanga II and Pampanga III Electric Cooperatives
Tarlac I and Tarlac II Electric Cooperatives
Zambales I Electric Cooperative
Marinduque Electric Cooperative

Their collective efforts have significantly increased NUVELCO’s restoration speed, especially in municipalities with extensive line damage.

Communities Hopeful as Restoration Progress Accelerates

Despite the challenges, NUVELCO’s restoration progress has brought a sense of relief and hope to many households. Energization continues to expand day by day as more barangays regain electricity for the first time since Typhoon Uwan’s landfall. Local officials have been coordinating with NUVELCO crews to identify critical needs, assist in clearing operations, and facilitate access to remote sitios.

While the road to full recovery remains long, NUVELCO assured residents that their teams will continue working tirelessly until every barangay, household, and essential facility in Nueva Vizcaya has power restored.

For now, all eyes are on the December 12 target as the province works together to overcome one of the worst power disruptions in its recent history.
